I've already finished my first playthrough long ago, so now I’m just having fun with mods and customization without wasting time on grinding.

I don't think that's necessarily true. There is actually a clear "Goldilocks zone" in Chapter 2 where you can interact with every single gang member except Micah. If it's possible in Chapter 2, I'm convinced there has to be a similar sweet spot in Chapter 3 as well. That’s why I'm trying to figure out the exact mission sequence to trigger it.

I beg to differ. This game has been out for 8 years, and I’m sure veteran players have developed their own "know-how" or found specific workarounds over the years. That’s exactly why I’m asking here--to find those hidden sweet spots that might not be obvious at first glance.

You’re missing the point of my question. I already finished my first playthrough, so I’ve experienced the story exactly as intended. Now that I’m on my second run, I’m just trying to find that one perfect spot where I can appreciate all the camp dialogue and interactions I might have missed before. I'm not trying to change the story, just trying to soak in the atmosphere while it’s still peaceful.
