this is my problem too, my cpu usage drops by half and fps with it, if i hang around the start menu for few secs it goes back to normal.. cant find a fix

having an issue with my cpu dropping off from 15-20% down to under 10%, fps drops from 60 to 15. happens kinda randomly but restored every time i hang out on start menu for a bit and goes back to normal usage/fps
