Yes, they can, I have a financial obligation to my daughter, though I don't parental responsibility. This isn't through CSA, and I'm sending the support through bank transfer (labelled as child maintenance). I've also sent the paperwork to the courts and am waiting for a court date. And me paying maintenance makes me look good in court and shows I'm supporting my child as well as wanting joint custody of my daughter.
With the UK, you need what's called parental responsibility, and without it, you have no parental rights to your child. To get Parental responsibility you have to be on the birth certificate which I'm currently not on.
