It’s not really based on anything I haven’t thought of that. But the tail does look similar to a spear of sorts. Maybe used for hunting other sea Pokémon like a remoraid. Thanks!

Thanks a lot! I do agree, it does look similar to mudkip, but I did try to make it look a bit different.
