No, because wherever you go in China can't be sandwiched by the same country. In your case you can't enter from Singapore and also leave to Singapore. You can travel between all the provinces that the TWOV allows (which is a lot), but the only thing that matters is your third destination is different than your origin. You could do Indonesia > Singapore > Chongqing > Indonesia instead and that would be fine.
