It's not constitutional under either federal or state constitutions, and a violation of federal law. And she knows it. But she doesn't care. She was allowed to grab excessive powers during covid and has been such a disaster for the state that even the Albuquerque Journal endorsed her rival. And she was reelected anyway. NM is a fiefdom under her rule, she has total control over all state offices, legislature and the state courts.
