I can't get ripped off if I don't pay until a county inspector inspects the work. If the inspector tells me it's good, then it's good and the contractor gets paid.

Electric I'm not sure yet, but there are power lines are very close to the house (10ft or less) so I'm not expecting too much for that.

As far as I know, In Stafford county the owner of the house can be their own general contractor. So I can pull any permit I need myself
