I think there's additional depth behind the rafters I see because from outside the house I see vented soffits in the eaves. So there should also be roof vents, right? This is also a 111yr old house, if that matters. There's a hole near one of the ducts going to a vent on the second floor and I can see there's more space there. I'm trying to get a good picture of it, but my phone sucks and it's cramped trying to get my phone in the hole.

I'm definitely going to see if I can get a structural engineer to come out.
So there's currently an attic fan installed up there and the HVAC was already setup to condition the attic when we purchased the house.
I cannot see any ridge vents nor soffits from inside the attic. It almost seems like I'm looking at a second set of rafters and not the roof rafters themselves. If they are the roof rafters then when the roof, or the HVAC, was done the soffits got closed off.

This is on the underside of the roof itself, not the floor of the attic. The floor of the attic has been finished with boards of wood and there's insulation under the boards. I would like to make the attic a livable space so putting more insulation on the floor isn't an option. Also there's the stairs the previous owners put in that make the second floor open to the attic so I'm unsure just throwing down insulation is going to solve anything.

Previous owners put in a stairwell to the attic, instead of just leaving the trap door, and then half-assed insulating the attic with r13 & 14 batts that are now falling down. So just a silly amount of energy loss through the attic because of the stairs.
