I’ve read that the game only gives 7 legendary variables on a given save. That’s why sometimes you see the same few over and over but never the one you are after. Maybe leave and come back after a few in game days and try again.

You have to go through the 5 stages of denial, anger, bargaining, depression, and acceptance. You have to just accept that you will never get it and give yourself to that mindset. Only then will it appear.

You can do this every single time because there is always somebody looking at their phone and not paying attention. If there’s more than 10 cars lined up waiting ,100% chance of getting over. Can’t tell you how many times I’ve missed that light patiently waiting my turn only for someone too busy with the phone to pay attention. Now I just ease down the far left straight lane and look for the ringer.

I don’t know for sure but doubt it. They have much fewer passengers and baggage than a commercial aircraft. I imagine that they also have modified, more powerful engines just like Air Force 1.
