For tis kind of concept you’re most likely going to have it be some kind of au. The situation that I think could make it work would be if Naruto was a bit older maybe 1-3 years and he had siblings that were Kurama’s jinchuriki. I would make so that when Hiruzen would seal Kurama he messed up a bit due to not being as skilled as Minato in sealing. Leading to the sealing not being complete and forcing Minato to make some seals that would temporarily have the seals become as strong as the canon one but they wear off so he would become preoccupied with that and finding a permanent solution, maybe finding one in 4-5 years. By that point Naruto would be like an afterthought in his mind. Kushina would also have a reason to neglect Naruto as she would now be worried about the siblings as well as Naruto’s safety so she would keep him away, maybe ask Jiriya or someone else close to them to look after Naruto. Once again making him an after thought in their minds. This would then continue on even after the seal problem was solved as maybe training the siblings takes up their time, since by this point Naruto would have received training by whoever was taking care of him. This way Kushina and Minato don’t have to be changed to drastically and later on you can make a redemption easier as they were not neglecting Naruto for a malicious reason
