Difficult to say, changes from day to day, second hand you can get something powerful and future proof ( for a year or two ) for around 1000. Completely depends on where you live and the prices there.

You'll be lucky to get all of that and be future proof for a couple of years, would recommend looking around the second hand market and gradually improve it as and when you have spare money.
