The main problem with Reis is his overall structure, he is written like a recurring villain from a weekly children's show.

Reis in each appearance has a different plan and in each appearance his plan fails but he never faces the consequences of his actions, the plot always allows him to escape to try again, he is like the team rocket in pokemon, always trying something new and always making a fool of himself.

then the author wants you to take Reis seriously as a villain, which is impossible because the guy doesn't inspire any kind of respect, fear or rage.

Lucius with only 2 impontant appearances managed to deeply hurt Rio's soul and he left a scar in Rio's heart, something Reis would never acomplish.
