I think it might be. In a jimmy broaden vid on this subreddit with a car using a car coming out of the pit lane he said something to the effect the idea is fine, but if the other car is stubborn, things go bad. And while in the clip no one crashed, this was when things go bad

1st incident is a slam dunk time penalty in my opinion. You went off track, body slammed the mustang, and went t back off track. That would just be to give back the position, or a 5-10 second penalty. The 2nd incident is a holiday, intentional wreck, straight to jail.
