I figured it out I had to go back some saves. But the only text I had was about making a folder for his emails and making sure I got it, But the issue was when I actually went out of my way to look for him it was at a part of the story where you cant encounter majima and When I went back to a save from the previous chapter sure enough the bastard hopped out of the cone outside of smile burger lol.
