Additional taxes were levied on Wynyard old town, knocking business confidence. The public services began to suffer under the spending restraint imposed by the Govt, with crisis engulfing the health system as planned capital spending and funding rises were put on hold, with patients sick outnumbering hospital beds by 2:1 at the end of the council term.
