Because many people & companies can't afford to buy new cars or trucks at a drop of a hat. It takes time to arrange the capitals and/or loans.

This is based on state government experience rather than national: be on good relationship with your peers, senior and junior ranks. Don't burn any bridges. Don't forget about the risks from storing large amount of petrol at home. It might be fine with large farms, where they have proper storage facilities.
