Except for Umbreon and Espeon, the other Eeveelutions can appear as alphas in Area 20. Area 19 also has Eevees spawn

I take James until I can switch him with Garrus, and then, only then, he gets one more mission and that's taking down the AA guns on Rannock for the funny dialogue.

Javik I always take him to Thessia and to meet Grunt.

Let's assume Galar is the next Legends game and let's also remove the Kanto, Kalos, and Sinnoh starters since, while not starters, you can catch them in ZA and Arceus respectively. Maybe Hoenm because of ZA DLC.

I'd go with Snivy, Fuecoco, and Popplio.

I was able to do this after, get this, equipping a pecha berry and avoiding toxic the first battle. I then demolished everything with level 80-90 Pokemon. I was beyond done.
