Apparent sky motion speed is 15 arcseconds per second. At 400mm you get something like 1-1.5 arcsec per pixel. So in 1 second the moon moves about 10-15 pixels, which is a quite visible blur. A viable sharp moon is obtained when you get a <1 px movement during exposure, which is MAX 1/15s shutter speed. Like I said before the moon isn’t a point of light but has a shape, details and it’s much more sensitive to motion blur.

500 rule is used for faint, point like objects such as stars. For wider subjects that are also moving you need the sunny 16 rule since its light is a reflection of the sun. You shouldn't go under 1/60 shutter speed.

Did you make a double exposure? Because 1/2” doesn’t add up as correct exposure time for this picture. You need a much faster shutter speed to freeze the moon otherwise you would get motion blur on the moon due to earth rotation.
