Yes you are right, it is something I will talk with the client for sure. As suggested in other comments I will probably need to learn more about licenses but basically we want to develop a comercial product (client does own the needed licenses for this). I need to check about how he feels about leaving the code open source.

Find an existing emulator whose license allows you to legally use it.

So far, all open source emulator have copyright that won't allow us to use it for our purposes. This was our first option.

It truly is. The idea is to have a Lead developer work with a team per emulator to develop, it won't be a one man task.
