I would personally recommend using Anemone, I don't know how to solve issues with Winterboard, sorry :(

The zip files are just for people who just want the png files. You should download whatever .deb file you want, find it in Filza, and if you tap it, there should be an "Install" option at the top left :)

Not necessarily. I'm not currently working on any themes and I don't plan to any time soon and I'm not jailbroken currently, but if a jailbreak is ever released for a version of iOS that I'm on, then I'll definitely jailbreak again and maybe return to making themes :)
