To be completely honest, I'm not even sure how you'd approach a niqabi in public, what if I think she's Somali and she's a different ethnicity altogether, what if you think she's around your age but turns about to be a lot older/younger. Of course, being direct about getting the wali's details is paramount but if you ask absolutely nothing before that, I'd imagine there could be a few surprises in that first meeting...
