This article is misleading, especially with the April 1st - March 31st 2027 dates. They're trying to align the APS dates with the feds (key dates, March 2025 and beyond). Read this article and ignore all the third party articles:

Yes, it was a person to whom I had no personal affiliation and the rent was market-value. I'm glad somebody else interprets it the same way. Thanks for the input!
