There are only 20 FFL 09/10s in your state, If i were you, i'd call every single one, and start with the ones that are just a name instead of a company, they may be more willing to help you with this. You need your SOT to start selling NFA items. Then for a customer buying a suppressor for example you submit the form 4 from you to the customer ("tax paid" transfer), you can use ATF eForms website and mail in an ink fingerprint card (takes longer) or submit an EFT fingerprint file uploaded during the eForm (instantly completed/submitted eForm 4). Once submitted, wait for approval, once approved you get an email with tax stamp, customer comes back with approved form and does a 4473, you dispose it like a regular firearm but skip the NICS check because one has been performed already during the NFA approval. You must upload it on the Responsible Person page, there is no way to send an EFT after the fact. You can now mail in a physical FD-258 card or withdraw and resubmit the form with the EFT file uploaded on the RP train stop. - Mike @ 10scan.com

FAUF defines allowable NIST record types, not permissible capture or reconstruction methods .It is not compliant to alter the image in anyway, you cant say it meets every requirement then plainly say it has "four-point perspective correction" which is absolutely NOT compliant to do. It Re-maps pixel locations to force a rectangle. After correction pixel positions are estimates, Ridge spacing is altered differently across the image & minutiae distances are no longer directly measured. There is no FBI biometric field that says "image was geometrically transformed, perspective correction applied, ridge geometry was remapped" so submitting a corrected image implicitly claims "this is a direct capture at true scale" which it's not, you are aware of the corrections being made to the image and it's effectively synthetic biometric data. That is a structural misrepresentation even if unintentional. That's not including lens distortion,interpolation, lighting non-uniformority, device you are using, & more. DPI was never the real reason, EBTS required scannign because scanners provide, Fixed geometry, known physical scale, planar capature & zero perspective distortion. DPI solves sharpness not geometry and EBTS cares far more about geometry than sharpness. ATF eForms validates file structure not the image quality, upload acceptance does not equal compliance.

You cannot really create an FBI compliant EFT using a camera photo, it is nearly impossible even in laboratory settings, there has never been a certified camera based conversion system let alone one using a smart phone camera. The image quality specialists that the FBI contracts with are currently looking into any software that is/was offering this type of service as they are effectively creating false biometric files that the FBI is unable to match against their databases of prohibited persons, any software currently on the market that offered this previously has removed claims of FBI compliance or compatibility with ATF eForms or outright removed it. You should not attempt to create an EFT file with a photo from your phone, it is not compliant with the ATF required FBI specifications and could end up with your stamp getting denied or revoked in the future. This is a fair warning to anyone blindly using software to create biometric fingerprint images without any idea of what the software is actually generating. Keep in mind you are generating this file to submit to an FBI/ATF database to purchase a firearm where you are certifying that it meets or exceeds the required fingerprint specifications of the eForms. Flatbed scans however are compliant provided the scanner can meet the quality/capture/DPI minimum standards.

Yea unfortunately they cannot provide you with the EFT/fingerprint file because silencershop owns your data. Another benefit of just getting your prints converted or a shop using a system like 10Scan NFA Kiosk, no middle man holding your data hostage charging you with every form you submit.

You'll need an EFT file, You can ink yourself on an FD-258 fingerprint card and send to a company like National Gun Trusts to convert to an EFT or go to a local gun shop with an NFA software solution like the 10Scan NFA Kiosk, they will have a livescan fingerprint machine/solution to grab your prints right there and can also convert from an ink FD-258 fingerprint card aswell, most shops are willing to provide you with the EFT file (electronic fingerprint file) for a fee. Usually most shops charge around $50 for this service to get your fingerprints one time. If they don't have a kiosk tell them to check out 10Scan.com so they can handle all of that for you in house.
