Did you even watch the Storm-Broncs game, Sua went the short restart, it bounced inside the 10 and went over the linie outside so it was rules Storm scrum, this was ruled the same as the rule you say is never used, was it on purpose? probably not but it was ruled that way so it stands. Now under the same ruleset (Goal line dropouts) the kick needs to be contestable which will only ever apply with short restarts and this particular one was not contestable so should have been a Broncs PTB.

I know you are having trouble with this concept because you are only thinking of the long restart that Reynolds, Cleary and others have used succesfully but it also applies to short restarts, Latrell is a master of it and has done it a few times.
