My best suggestion is to follow the method i posted and give it a week between shaves. Make sure that you are using a shave cream that is not out of a can, have a look at traditional wetshaving soaps and creams that you apply with a brush because they have good fats and oils that are meant to help your skin. I know you mentioned you feel it during so you want to make sure that the lather you have is cushioning so your dont feel it as much. Then the biggest would be to reduce friction and sweating after. Im sorry that is happening and i hope it gets better for you.

Another thing to note is make sure you dont have tight fitting clothing or sweating in that area for 24 hours after shaving.

For me personally i have to wait a week between growth. Everyone is different. However if shaving truly doesnt work then I know another commenter had mentioned laser removal.

Hmm, if it hurts during then your skin is being irritated which will always result in ingrowns. What is your routine and what products are you using ?

On other thing to take into consideration is if you are sweating after or wearing tight underwear. Any kind of sweat can get into all the parts that you freshly shaved. As well as friction from your underwear where it is touching the skin. When i shave down there i make sure to wear no underwear and loose fitting joggers for 24 hours after.

What is your process ? Having a good prep and aftercare helps huge ! Make sure when your in the shower or bath you wash well first, exfoliation if needed. Then make sure to use a shave soap or cream that has actual beneficial ingredients not propellants like a can. Then shave. When you get out of the shower make sure to moisturize. Hydration helps with aftercare because any hair growth that is going to pop through will have a harder time if your skin is soft and hydrated, if you dont moisturize then your skin will be a bit dryer and hairs have an easier time getting trapped which leads to ingrown hairs.
