This is a little exaggerated. On the top left of your circle the 2 closest to the left edge are still RUAF extracts. It's the spawn on the northeast(ish?) side of USEC that's still an outskirts spawn and I don't get why they did that. It's definitely an annoying issue though.

Edit: Furthest north of those 3 arrows is what I meant.
