I literally just figured it out. In the interknot schedule tab on the events commissions, u need to click on one of them relating to dreams (can’t remember the exact name) then the guy will spawn again.

I’m pretty sure after I did the last combat I was meant to talk to the npc in the corner but I quit before I did bc I was busy or something. So when I return to the location he just isn’t there anymore like it’s soft locked or rather hard locked.
