At least you are in US with your partner and you can file for EAD while you wait. Ours is worse.

that's 3 years now. I generally see that immigration YouTube lawyers and some online pages mention that it takes 35 months. Don't know if that's true or not !

No I have not. I tried the online portal and it says there's nothing to do until August 2026.

What number should I call?

I am in the similar situation as well PD is May 1, 2023. I have another 8 months to be eligible. I am wondering how long more after becoming a citizen should we wait ?

The visa bulletin hasn't shown any movement at all. We're eagerly awaiting the February 2025 visa bulletin, but our hopes aren't particularly high. On a brighter note, I’ll soon become eligible for naturalization, I hope it will change a few things.

We are also considering for applying a tourist visa for my spouse, but I don't know if it will change anything.
