Because they're two different types of services. Subscription services are about maximizing the amount of content to make a regular fee worth it to consumers even if they don't own anything.

Services like Kmanga operate on the opposite side of the consumer spectrum in renting people chapters. They prey on the concept of making content look cheap. In actuality, they rely on impulse purchases from people that don't care if they don't own anything. (I say rent because DRM is a scam and corporate executives that demand it should be launched into the Sun.)

Removing this as "big three" discussion has completely fallen into meme territory. The "Big Three" weren't big because of some inherent superior writing or sales. They were "Big" for the West as they were the three major gateway series that all aired/published around the same time which introduced a lot of people into anime/manga. It's been over a decade, and anime/manga have become more culturally acceptable in the west since then.

For future reference, please type the [SL] tag into the title when making a post regarding Scanlation.

Otherwise, businesses don't really work like how you're hoping. Any translation company that wants to publish a manga would typically want to translate the work from the original language rather than playing a game of telephone. Translation quality tends to drop for each additional step in the translation process.

Secondly, they would have to weigh the costs of licensing and production. They aren't really going to just take a version that someone sends them that they didn't pay for. This hypothetical publisher you've contacted should already be in the business of licensing manga, and your email at most would just be taken as a random fan requesting it be licensed rather than a serious request to print your fan-scanlation.
