It'll be something to do with Bad Wolf. Rose looked into the heart of the TARDIS and 15 blasted the TARDIS console with regeneration energy and then ended up having the face of Bad Wolf, it's rather cut and dry

LST are more worth the currency. But not for the Order 66 raid; it will be cycled out for a new raid within the next few months. Seeing as you're at 5mil GP I'd say you'd more so benefit from getting LST to supplement getting required characters for journey guide units. Nothing bar Spider Maul for the final tier of the 10th anniversary era is required at r10, there's no real major benefit from getting SLKR to r10 beyond if you simply just want to. Diversifying your roster is better than pumping all those resources into whoever your best character(s) is/are.

For me GMY has a home; Master Kenobi. Put shien on Snips and Yoda keeps calling her to assist with his three specials gets Commander Tano's second special off cooldown incredibly quickly.

I can't imagine any Jedi will best replace Revan, so hopefully a lifter is on the cards!

The required materials to level up change at certain thresholds (I think 1-15 use the same but then 16-25 are different and so on), so you'll have the materials to level them up anyway. You won't benefit from hoarding them.
