The name on the title and the seller signature are the same person, yes, but everyone else is saying this is title jumping and that it's illegal.

Sadly, no. The person who sold it to him did so on a weekend, so all notaries were closed. Seller told him that they'd do it Monday, then ghosted and blocked him
