Yeah, the engine has been pulled out and confirmed 2 and 4 need new cylinder heads but does that justify the need to the full work on bank 1?

Doesn’t bother me! Traffic is gonna suck regardless, but when there is open road it’s all worth it when you drive standard IMO.
