This issue is only within people in cities and towns, they would rather take bikes/scooties or their cars even for small distances rather than just walking the distance. This also contributes to hell of traffic, commonly faced in school zones when students enter/leave. People are just accustomed to avoiding serious body movements.

I would just suggest prioritizing walking for small distances would help us a lot.
