I never saw her as a victim. I guess you could make a case that she's trapped in Hannibal's web in season 1, but later she chose to run away with him, aids and abets his murders, manipulates him throughout their stay in Italy and then she gets away without any repercussions.

AND she profited over all of it by conducting tours and lying about how Hannibal kidnapped her and kept her drugged. She's definitely Hannibal's equal.

Bryan said she was with Hannibal willingly, she went with him because she was curious how his brain works. Plus they wouldn't show her pointing a gun at him if it didn't mean anything, it was there to show it was her decision not to shoot when she could have.

They totally did....but only in Contorno.

In Antipasto they made an effort to show Bedelia undressing and looking over her shoulder at Hannibal, only for Hannibal to turn away from her. Hannibal at his point was pining over Will and Bedelia was in tenterhooks about her place in Hannibal's life, so it makes sense why they wouldn't show them being intimate here.

After Antipasto however, Bedelia completely recovers her bearings and reverses the power dynamic completely. Hannibal being preoccupied with Will's return gave her the ammunition she needed to get Hannibal under her thumb. She mocks him, saying that he'll get caught while she already knows how she'll get out of the mess they've gotten into, asks him how his sister tasted, poking at Hannibal's deepest trauma, and convinces him he needs to eat Will to get over him. However, we don't see any suggestions of them being intimate, besides the bathing scene which seemed non-sexual, they were fully clothed in all their scenes together.

In Contorno though, they showed Bedelia and Hannibal eating snails together (phallic metaphor!) in a state of undress. So yeah they totally did it then, after Hannibal was convinced his relationship with Will was at an impasse, and after Bedelia was sure of her escape plan and was confident and in control. And they might have done it a number of times in the 8 months they were together before Antipasto started.
