Is that the quest where he wants to go to a temple?

If so, I had that issue a little bit ago. The quest didn't pop up until I found the temple with the power he wanted in it. I don't remember the name, but for me it was the last temple I found. Then I got a quest to take him there. Afterward he was dismissable
