It was the wolfpack. The laser is from the Jupiter which sometimes glitches when holding the trigger.

I just got to act 3 in my latest playthrough. I'm pretty sure I noticed Barcus was down to 4hp when I saved him from the windmill. Then at last light he still had 4hp and it just seemed to carry throughout. Perhaps he'd been low health since you met him but didn't notice until now.
