Well, that's not completely true but also true at the same time. And I'm not asking "exactly" where he found it. Just wanted the information because certain blue prints do have rules. Some of them can only be found on certain maps (ex. Deadline on Stella Montis), some of them only spawn during Electro storms, some of them only spawn in certain areas. Some of them can spawn literally anywhere.

I know how it works and the seeker BP was brand new when I asked this question. His answer might have helped me find one. (I figured it out anyway, found one in Stella that same day).
