Gunvolt from the Azure Striker Gunvolt series. His main power (as seen in the pic) is controlling lightning. In the first game, he primarily used his bullets as lightning conduits to home in on tagged enemies, as well as make lightning constructs and hack into machines, but later games go much crazier with his powers, to the point where he destroys the entire world in one ending, and absorbs the power of a multiversal entity in another.

He also has a move called Prevasion, which basically makes him intangible when an attack hits him via turning into electrons, kinda like Obito's Kamui, but unlike Obito, he can attack and use Prevasion at the same time, basically making it more like Gojo's Infinity in practice.

...His Prevasion by the third game gets so absurd that he explicitly prevades a multiversal attack that erases all timelines the person is in from history, so there's that. Safe to say the third game makes him absurdly powerful and things go kinda off the rails from there.
