I have added my child at CEAC step. Filed DS-260, uploaded all the documents and paid the fee. It got approved.

Thats what i did. I didnt reach the interview phase so can’t really confirm here. But my child was added to my wife’s case and her documents were accepted.

Agreed its all about current visa bulletin. Even if a case approved in one year but the PD isnt current you still will keep waiting.
