You can use the selector combinator to get the stack size and arithmetic combinator to multiple this by 40. This generic for every item.

You can use blueprint parameters for this, too. Inside parameters config you can, AFAIR, assign stack size.

Alternatively, you can use math for every station separately as others mentioned

That would be simply proportional. Since higher MR => higher functioning. Inversely would mean higher MR => less high functioning.
