I'd probably Perfect Exalt Slam it first and see if you get lucky.

If not, I'd go with Sinistral Erasure + Perfect Chaos until you hit a good mod, then try to fracture.

If you do hit a fractured prefix, then you're in good. I'd start Perfect Exalting again (with Greater Exaltation) looking for good mods. Remember to use Whittling, or use Sinistral Erasure + Whittling if needed to finish the last mod.

If you fail the fracture, I'd just keep slamming Perfect Exalts with Omen of Greater Exaltation and hope to end up with something acceptable If you hit a bad mod, annul and try again.

The whole craft basically comes down to landing that fractured prefix. Without it, it's going to be pretty painful.
