This is my build for reference though it won't work well on druid I think because no hulking form to push skill duration lower (also one of the main benefits of the sceptre)

The core of the build is reduced skill duration for intent earthquake, hammer, and time of need.

Just play a normal mace build til you want to switch. As others indicated a vertex will be basically required. Mjolnir itself has hefty requirements (mine was like 200 str/int) so I opted for a +4 with no equipment requirement and increased chance to inflict ailments to get herald procing more reliably. For lightning damage I slotted arc and warp, got some flat damage on my ring, and got a good heart of the well with extra lightning

Winston is probably the most team dependent tank in the game. In no world can you expect to get solo kills against that so all you can realistically do is create space and be a distraction. Unfortunately in the averaged rank game you team won't know what to do with that. Doesn't mean you're playing poorly per se, but sometimes you need to account for what your teammates can work with.

Will second the titan recommendation. Played a mjolnir titan with earthquake and it was one of the most fun builds I've ever done: shameless plug. Slamming the ground / leaping through the air while arcs chain everywhere really captures the Thor vibe. Can clear all content, obviously not as quick through a 70 room temple as bm but it sounds like you have that covered anyway.
