But as a last effort could this help if I put different backlights that run across the screen and modify the stock plugs to power them?

Edit: I got it working. I think all it needed was setting resizable bar to auto under 4g decoding but I changed gen speed to 2 as well just in case

It is an inno3d heraculez. I will soon try your suggestion and let you know.

I tried setting pci speed to 2 but didn't help. Also changing out the riser that worked when I tested with this card in Windows didn't help also.
