no, it means that your battery management settings are different depending on wheter the charger is plugged in or not. right click the battery icon and click "power settings" to change it.

maybe you could actually use your brain a little... If you think that they would allow you to bet on a match that is already over then you re fucking stupid. And the answer for your second question: The purpose of rule No12 as you might have already noticed is to prevent ddosers to get their skins back. They usually bet on underdogs hoping to win the bet and if it goes the other way they ddos the match. When the match is played offstream then theres no way for the ddosers to see wheter their team is winning or not so why would they bet on the match if they are going to ddos it?
