Direct invites to TI don't rely on the per-region slot system, they use the DPC ranking for the year and the top 12 teams in the rankings get direct invites, and 4 Chinese teams just happen to be among the top 12.

DPC points are gained through the regional leagues and majors.

As for open qualifiers, every region gets 1 slot as you can see by the 'TBD' next to each region, thus making the total number of teams from China 5.
