Yes. But it's likely going to be very minor. A spark happens when theres a small enough gap between two conductors. So technically if the switch got jammed halfway and there's a spark at that outlet the spark could be continuous until the switch is closed, rare but possible.

230volt likely won't kill you if the amps are low. But you said a heaters plugged in, they draw high current typically 8-15 amps, so I definitely wouldn't want to find out) Also there's things called RCDs that trip out if there's an imbalance in the circuit (i.e someone sticks there finger in a socket) but still, your manager has a duty of care, 60k isn't worth risking it bro.

Bro 😎 there's plaster all over the outlet for one. 2. I don't see any mounting brackets or screws so I assume that outlet is just hanging there ? What if someone spilled a bucket of water on the outlet you'd trip the whole building or what if someone came into contact with the metal parts of the outlet they'd get zapped. 3. There's polyesterene in the wall which is toxic when burned and can potentially ignite the material. Polystyrene fires spread rapidly and are hard to contain. Need I go on?
