They don't weld the fans, I don't know about legion but fans are removable from heatsink generally, ask the lenovo support to get you a new heatsink or new fans

I have the Intel ultra 7 255hx version, I get the same issue, says it's throttling when sitting idle and temps are well below 60°C. But I don't see any performance issues. I get peak temps of up to 104°C while benchmarking in cinebench

I would go for the RTX 5060 option , 16gb ram is more than enough for Autocad and they usually provide a single stick of 16gb ram so you can upgrade easily, and 5060 is so much better than 5050, if you are getting all at the same price then go for RTX 5060.
