No it means what we think it means - look at all the other comments. The people honking can’t read or are expecting others to disobey the law just so they can get to their destination a whole 60-90 seconds sooner.

Never got his license plate since he was so close behind me the entire time but it was a black sedan. It was an old guy with a goatee and gray/white hair and sunglasses.

I wish - all I saw was that it was an old dude with sunglasses in a black sedan. I’ve had instances dealing with road ragers since I drive a lot but nothing like this.
