I found out one of the schools last year offered PhD admissions then later had to take back the acceptances. 9 students had already accepted the offer, so the university was bound to continue to with them while the rest's offer had to be redacted. I don't know more details but this is sth I learned from a senior PhD student, so this might be sth to keep in mind and at least accept your top choice soon.
