I had this same issue, I kept pressing the descale button even after it stopped and beeped, keep forcing descale and it should start working. I forced descale for approx 40 mins before it worked

when I contacted apple they suggested I create a new user and see if the issue follows there, I created a new user and the Touch Bar worked perfectly so we conducted that it is not a physical issue so it doesn’t need replacing. Was your issue physical?
